This page summarizes the rules that apply to Japan Post DDP (Delivered Duty Paid) shipments created with Zonos in Ship&co. To set up Zonos and create labels, please see How to add your Zonos account to Ship&co.
From Japan to the US
As of August 2025, a U.S. executive order suspended the duty-free exemption (de minimis) for international postal items. As a result, postal items bound for the U.S. now require advance payment of duties (DDP) based on the declared value of the contents before the package leaves Japan.
- Documents, letters, and gifts between individuals under USD 100: Advance payment of duties is not required.
- Other contents under USD 100, and all categories from USD 100 to USD 2,500: Advance payment of duties is required. The label will display "DDP" and a Declaration ID. Even when the calculated duty amount is zero, processing through Zonos is required to obtain a Declaration ID, and a postal customs clearance fee applies.
- Over USD 2,500: Advance payment of duties is not required.
※ Since July 24, 2026, the maximum declared value subject to duty prepayment has been raised from USD 800 to USD 2,500.
※ For postal items arriving in the U.S. on or after July 24, 2026, standard duty (MFN) rates based on each item's HTS classification and country of origin apply, in the same way as for commercial cargo. Additional duties may also apply depending on the item, such as Section 301 forced-labor tariffs of 10% or 12.5% depending on the country of origin (replacing the Section 122 tariff, which expired on July 24, 2026), and Section 232 tariffs on steel and aluminum products. These duties are applied based on the date the shipment arrives in the U.S.
At present, using Zonos is mandatory to ship to the U.S. via Japan Post with DDP.
Puerto Rico and Other US Territories
- Puerto Rico: To ship to Puerto Rico with Zonos, set the destination country as United States and the province/state code as PR.
- Other US territories (e.g. Guam, Saipan): DDP is not available via Zonos. Please use the native Japan Post carrier or another carrier.
From Japan to the EU
Since October 1, 2026, Japan Post DDP shipments via Zonos are also available to the following 15 EU countries and territories:
Denmark, Estonia, Finland, France, French Guiana, Guadeloupe, Italy, Luxembourg, Malta, Martinique, Monaco, Netherlands, Slovakia, Spain, Sweden
Conditions such as maximum goods value, gifts and excluded postal codes vary by destination. For other EU countries and territories, and for Japan Post's rules on shipments not made through Zonos, please check the Japan Post notice (Japanese).
IOSS and VAT
- If an IOSS number is available in Ship&co (your Ship&co Settings page, your Etsy store settings in Ship&co, or the eBay and Amazon order data), Ship&co uses it. Zonos bills you for duties and fees only. The VAT is remitted by you or your marketplace.
- If not, Zonos' own IOSS number is used, and Zonos bills you for duties, VAT and fees.
- Your IOSS number applies only to shipments with goods valued at €150 or less.
- Zonos checks only the format of the IOSS number ("IM" + 10 digits). If it is invalid, Zonos uses its own IOSS number and bills you for VAT. Please double-check your IOSS number.
- IOSS shipments must be sent as E-commerce goods: leave the recipient's "Company Name" field blank.
